1960s Turkey countryside. A newly assigned teacher finds out that the solitary village is missing a school. He gets fond of the village people and especially a disabled man. The teacher helps the village to build a new school and educate the children and the disabled man.

Peker Mengen wins the post of mayor in a remote town with the promise of a visit by the prime minister and making the town a province. When the people do not forget his promise, Mengen ends up persuading the prime minister to visit the town with his idiosyncratic methods.
